The question I hear most often from business leaders is some version of: “How much does it actually cost to build an AI agent?” The honest answer is that it depends, but that is not a useful answer when you need to put a number in a budget proposal. So let me give you the real numbers.
I’ve built AI agent systems across telecom, e-commerce, and enterprise knowledge management. The budgets have ranged from EUR 15,000 for a focused single-agent system to EUR 80,000+ for a multi-agent platform with full production deployment. In this post I will break down where that money goes and help you estimate what your project might cost.
What You Are Actually Paying For
AI agent projects have costs across four categories, and most people underestimate three of them.
1. Design and Architecture (15-25% of budget). Before writing any code, you need to define what the agent does, how it interacts with your existing systems, what data it needs access to, and what guardrails prevent it from doing something harmful. This phase includes discovery conversations, architecture design, data assessment, and a technical proposal. It’s tempting to skip this and jump straight to coding, but every project I’ve seen that skipped proper design spent more on rework later.
For a typical project this means 2-4 weeks of work, costing EUR 3,000-12,000 depending on complexity.
2. Development and Integration (40-50% of budget). This is the core build: the agent logic, LLM integration, tool connections, retrieval pipelines, and integration with your existing systems. Development cost scales primarily with two factors: how many external systems the agent needs to connect to, and how complex the decision logic is.
A single-purpose agent that answers questions from one data source is straightforward. A multi-agent system that routes between specialized agents, maintains conversation state, and integrates with three enterprise platforms is a very different project.
3. Testing, Guardrails, and Deployment (20-30% of budget). This is the phase most teams underbudget because it is not glamorous. It includes: building evaluation datasets, testing edge cases, implementing input/output guardrails, setting up monitoring and alerting, configuring deployment infrastructure, and writing documentation for the team that will operate the system.
In my experience this phase is non-negotiable. An AI agent without proper guardrails and monitoring is a liability, not an asset.
4. Ongoing Costs (Monthly). After deployment, you have ongoing LLM API costs (typically EUR 200-2,000/month depending on volume), infrastructure costs (compute, vector database, monitoring tools), and maintenance for model updates, prompt tuning, and bug fixes.

Project A: Customer Support Agent (Single Agent)
Context: Mid-size SaaS company wanted an AI agent to handle Tier 1 support questions by searching their knowledge base and generating answers.
Scope: Single agent, one data source (Zendesk knowledge base), Slack integration for internal testing, web widget for customer-facing deployment.

What drove the cost: The knowledge graph (Neo4j, entity extraction, ontology design) was the largest single cost center. Multi-agent orchestration added complexity. Enterprise requirements (access control, audit logging, SSO integration) added another 25% to the build cost.

What Drives Costs Up (and Down)
Cost multipliers: Legacy system integration (SOAP, custom protocols) adds 20-40%. Multi-language support adds 15-25%. Real-time requirements (sub-second responses under load) add 15-30%. Compliance requirements (audit trails, data residency, access control) add 20-35%.
Cost reducers: Using a single LLM provider simplifies development. Starting with an internal-only deployment (no customer-facing risk) reduces the testing and guardrail investment. Having clean, well-structured source data cuts the data preparation phase significantly. Choosing the right scope (building one agent that does one thing well rather than a platform that does everything) is the single biggest cost reducer.
The Hidden Costs Nobody Mentions
Prompt iteration. Getting prompts right takes longer than most teams expect. Budget 1-2 weeks purely for prompt engineering and evaluation, especially for customer-facing agents where tone and accuracy matter.
Data preparation. If your source data is messy (and it usually is), cleaning, structuring, and validating it can consume 20-30% of the total budget. This is not optional. Garbage in, garbage out applies more to AI agents than to any other software I’ve built.
Change management. An AI agent changes how people work. Budget time for training the team that will operate alongside the agent, documenting workflows, and gathering feedback during the first month of operation.
LLM cost surprises. LLM API pricing changes, and usage patterns in production often differ from testing. Build in a 30% buffer on your monthly LLM cost estimates for the first three months, then adjust based on actual usage.
How to Budget Your Project
If you are building a business case, here is a simple framework.
Single-purpose agent (one data source, one integration, internal use): EUR 15,000-25,000 build, EUR 300-600/month operating.
Multi-agent system (multiple data sources, 2-3 integrations, production deployment): EUR 35,000-60,000 build, EUR 1,000-2,500/month operating.
Enterprise platform (complex orchestration, enterprise integrations, compliance requirements): EUR 60,000-100,000+ build, EUR 2,000-5,000/month operating.
